If the Dems under Bush's term refused to p laws helping our economy because of fear that Bush would veto,?

isn't that like Republicans not putting forth their own ideas now? So why exactly do Dems today not hold the Democratic Congress of 06 to 09 accountable for refusing to fix the economy / flawed banking system?
