Wheres the fletching cape person thing at on runescape?

you know like when you get a 99? i had the cape along time ago and got it from lumby but i got hacked and never really cared to get it back until now and it looks like its changed places.... so yeah if you know where its at can you tell me, please? Thanks alot - Shanna
