Y&R Delia Custody Battle- who will win?

Chloe should get Delia.she loves her and was 100 % right about Jana.Billy would not listen.Not to mention that Victoria was deemed unfit for her own son,and Billy illegally bought Lucy.I do not think Victoria is a bad mom either,but Billy has no right to take Delia away.
