It is 36 degrees outside is it too cold for my german shepherd mix with a labmix to be outside?

I have a 2 year old German Shepherd mix(Lab). I live in Ga so around this time it gets a little chilly. My dog sheds a lot so we usually keep him outside on the leash or in the garage(Mainly In the garage when its kind of cold). Today it was 36 degrees out. Me and my sister would like to know how cold if it is too cold for Charlie(My Dog) to be outside. Please Give me some feedback ASAP
