Could this be a beauty mark like a burgh mark or skin cancer HELP?

Okay so I gave this brien spot that appeared on the bottem of my neck about two weeks ago first it started of as a red mark then started peeling and turned into a brown mark it looks like a birth mark. I also have one on my bikini line but whn u scratch it the skin will flake off and come back in a couple of days. It doesn't look like any of the pictures of skin cancer I've looked at. And the spots dint get much sun.
